The release of League of Legends Patch 13.9 is only hours away – so what do we know about the upcoming patch already? After all, the recent two patches focused heavily on the pro-scene with the upcoming Mid-Season Invitational, so Riot will likely give solo queue players some respite in this patch.
The new League of Legends patch is going to feature a new event to grind, as well as a brand-new skin line that will make its debut on Summoner's Rift. So let's go over the LoL Patch 13.9 early Patch Notes and all the balance changes!
LoL Patch 13.9 Patch Notes: All Champion Changes
Champion Buffs
We are going to be getting some buffs to a few underappreciated champions this time around:
Swain
- Q - Death's Hand
- Base damage: 60-40 --> 65-145
- AP ratio: 38% --> 40%
- Bonus base damage per bolt: 12-52 --> 15-55
- Bonus AP ratio per bolt: 8% --> 10%
Aatrox
- P - Deathbringer Stance
- Damage Health Ratio: 4%-10% (based on level) --> 4%-12% (based on level)
- R - World Ender
- Bonus Movement Speed: 50/65/80 --> 60/80/100
Volibear
- W - Frenzied Maul
- Damage Health Ratio: 5% --> 6%
- Heal Health Ratio: 7/8.5/10/11.5/13% --> 8/10/12/14/16%
Amumu
- W - Despair
- Base Damage: 12-28 --> 20
- %HP Damage: 1-1.6% --> 1-2%
Trundle
- Base Stats
- Attack Speed: 0.6 --> 0.67
- Mana: 281 --> 340

Champion Nerfs
Two champions have been way too OP lately and thankfully Riot is going to be nerfing them.
Sion
- P - Glory in Death
- HP Loss: 2-19 (1+1 per level) --> 2.3-24.4 (1+1.3 per level)
Jinx
- Base Stats
- AD growth reduced from 3.4 to 3.15
New LoL Skins: All League of Legends Skins Released in 2023
Champion Adjustments
Not only is Neeko getting her Mid-Scope Update and Kayle finally receiving some much needed changes, but some other champions are also getting changes.
Bel'Veth
- Base Stats
- Attack Damage Growth: 1.7 --> 1.5
- Q - Void Surge
- Modified Monster Damage: 120% --> 140%
Taliyah (QoL)
- R - Weaver's Wall
- Can now be cast if she dealt damage in the last 3 seconds
LoL Patch 13.9: System Adjustments
This is going to be a very short list with only one item getting adjusted. Lich Bane will be receiving a buff this patch!

- AP increased from 75 to 85
LoL Patch 13.9: Neeko Mid-Scope Update Release
Neeko is going to be getting a mid-scope update this patch. She will be turning into anything and everything on the rift. Neeko Mid-Scope Update Abilities
Her passive change is the biggest of all, but Riot has also added some extra damage to champions, which will make her a decent flex pick and give her some variety as well.
This looks to be one of the most unique champion concepts... it can even compete with Neeko's MSU!
Passive – Inherent Glamour
- [NEW] When Neeko is near a non-epic monster, minion, trad, ward or plant for two seconds she stores their Sho'Ma. Neeko can click on her bar to become that unit. Click on Neeko's face to return to Neeko. Clock on the little x to clear out that Sho'Ma. Only one unit can be stored at a time.
- [NEW] Disguise no longer breaks on taking damage, only when the disguised self would have died or when you are crowd controlled
- [Adjusted] Neeko no longer inherits base Attack Speed/Movement Speed from disguise target if that stat is higher than hers
- Cooldown: 25-10 seconds (based on level) >>> 2 seconds

- Casting Q beyond its maximum range will now cast the ability at maximum range instead of having Neeko walk into position to throw it.
W – Shapesplitter
- After casting Neeko can reactivate to send the clone to a new location
- Clone now plays animations and sounds of Q/E/Dance/Joke/Taunt/Recall/Laugh and survives for their duration
- [NEW] Empowered Attacks deal 50 bonus damage to monsters
- Neeko's clone spawns 100 units in front of her >>> Neeko's clone spawns directly on top of her
E – Tangle Barbs
- Damage: 80/115/150/185/220 +60%AP >>> 70/105/140/175/210 + 65%AP
Unfortunately, Neeko doesn't have her own Star Guardian figurine yet, but Riot does have one for her former teammate Zoe !
R – Pop Blossom
- After channel Neeko jumps into the air, suspending all nearby enemies
- After 0.6s Neeko crashes to the ground with all suspended enemies and deals damage to all nearby enemies, the stun longers for 1.25s total
- No longer Shields
- Damage: 20074257650 (+130%AP) >>> 150/350/550 (100%AP)
- Cooldown: 90s >>> 120/105/90s

Kayle Changes in LoL Patch 13.9
A while back, Riot wanted to make some changes to Kayle, but decided to hold back until they figured out what exactly they wanted to do with this champion. Now they've outlined some changes for Kayle which will go live in LoL Patch 13.9.
P - Divine Ascent
- Damage changed from 15 - 35 (based on E rank) to 20 - 41 (based on champion level)
E - Starfire Spellblade
- On-hit AP ratio reduced from 25% to 20%
R - Divine Judgement
- Cast time: 1.5 seconds --> 0.5 seconds
- AoE radius: 525 --> 675/675/775
- [REMOVED] Ascending: Kayle no longer lowers her range when ulting herself
- Invulnerability Duration: 2/2.5/3 s --> 2.5 s
- Time Delay until Sword Falls: 1.5 s --> 2.5 s
- Magic Damage: 200/350/500 (+100% Bonus AD)(+80% AP) --> 200/300/400 (+100% Bonus AD)(+70% AP)

ARAM is the fun mode in League of Legends, where you see all sorts of intriguing item builds you'd never encounter in Summoner's Rift. According to Riot, many players choose to build Warmog's Armor on Veigar, which makes him way too tanky. Because of this, he will be nerfed extensively in ARAM.
MSI 2023 Event
This patch will also feature a brand-new in-game event. After the grind of the Faerie Court event, it's time to spend another 1650 RP for a battle pass wherein you will have to spend your entire free time playing League of Legends instead of watching the 2023 Mid-Season Invitational.
The latest events from Riot have been quite a grind with each pass released nerfing the amount of experience players receive for completing missions to move along the event pass track. Hopefully Riot will update the experience in the MSI Event to give players more freedom to get all the goodies they want.
LoL Patch 13.9: Inkshadow Skins Revealed
In LoL Patch 13.9 we are also going to be getting the upcoming Inkshadow skins. This is a brand-new skin line that brings together futuristic vibes with ink calligraphy and it looks amazing. Of course some players were unhappy about the prestige skin, but looking at it now, it looks incredible.

Master Yi will be getting his second legendary skin and Yasuo his second prestige. These skins are unique and look quite interesting. Players will be able to gather tokens during the 2023 MSI event in hopes of receiving the Yasuo skin. If you don't get it now you'll have to wait until it returns to the Mythic Shop at some point.
Overall, this looks to be quite an exciting patch with a lot of goodies for fans, great skins and decent balance changes. The highlight definitely has to be the Neeko mid-scope update though and how this champion is going to tilt us in the future.
