First, we have to determine what it means to be a good and overpowered Icon and what the price-performance ratio should be. We can certainly agree that Ronaldinho is one of the best cards in the entire game, but the Brazilian magician is extremely expensive and therefore not affordable for most.
There's also no point in selling everything you own to have ONE awesome card while the rest of your team sucks. Football is a team sport, yada yada yada – that's why we show you Icons that are significantly cheaper – and are still among meta cards.
